Civil registry paper for civil status certificates

The increasing problem of unauthorised copies (e.g. death certificates by undertakers) originally prompted us to develop a security paper for civil status documents together with various specialist advisers and registry offices. The result is a nationwide standardised document that is used exclusively by registry offices.

On 1 July 2013, the Federal Ministry of the Interior granted permission for the nationwide use of this security document paper for the printing of civil status documents and certificates pursuant to Section 31 (3) PStV. At the end of 2014, on the advice of security experts of the Federal Criminal Police Office (BKA), the paper was changed to a special paper without optical brighteners. The BMI has also granted permission for this to be used for civil status documents on 10 December 2014.

Important note

Since civil status documents as source documents for identity and travel documents are exposed to a particular risk of forgery, the European Commission presented the Action Plan to strengthen the European response to travel document fraud to the European Parliament and the European Council on 8 December 2016. In it, the EU Commission emphasises the high relevance of secure travel and identity documents, especially with regard to the procedure for issuing civil status documents and their security against forgery.
For this reason, there are federal states in which the registry offices may in future only use security paper with a watermark and copy protection for the issuing of civil status certificates.

How civil registry paper works

With our security paper, all copies are automatically marked “KOPIE-COPY”. In addition, the “ADLER” is visible as a light grey shading as a further security element – a combination of print and watermark. This security element cannot be copied or scanned. When using this paper, originals and copies can be clearly distinguished from each other – a glance against the light is enough.
Since 2015, the special paper without optical brighteners is another security element that can be tested and clearly identified under UV light.

Easy changeover to security document paper

You can easily switch to our security document paper at any time, as it has been successfully tested with the AutiSta software. There are no restrictions whatsoever. Only the printout of the screened eagle in the background must be suppressed – this can be done with a few clicks in the AutiSta settings.
This means that every registry office can now take effective precautions against unauthorised copies and manipulations.

In order to prevent misuse as best as possible, this security paper is only available from authorised distribution partners (registry office publishers). You can also obtain further information, samples, advice and prices from them.

The right use for registry offices

Many registry offices, for which our security document paper WITH eagle has proven its worth in the printing of civil status documents, do not want to do without copy protection for register printouts and transcripts in the future. Our new security paper WITHOUT eagle is now available for these printouts. It has the same copy protection and is also without optical brighteners.

The printouts in registry offices can be divided into 2 categories:

1. civil status documents (according to Annexes 6-9 and 13 to the PStV).
For these printouts, the stylised image of an eagle in the background is mandatory in the PStV.
Recommendation: Security paper WITH eagle watermark and copy protection.

2. register printouts and transcripts (according to annexes 2-5 and 10-12 of the PStV).
The PStV does not provide for an eagle in the background of these printouts.
Recommendation: Security paper WITHOUT eagle, only with copy protection.
